The Brooke-Hancock Regional Planning and Development Council (BH) is one of eleven regional planning and development councils in West Virginia and one of 73 local development districts in Appalachia.  Its primary role is to prepare projects and programs to build infrastructure, expand local capacity, and prioritize investment projects. 

To complete these tasks, BH annually adopts/updates a Comprehensive Economic Development Strategy (CEDS). According to the U.S. Economic Development Administration, The Comprehensive Economic Development Strategy (CEDS) contributes to effective economic development in America’s communities and regions through a locally-based, regionally-driven economic development planning process. To complete these tasks, BH annually adopts/updates a Comprehensive Economic Development Strategy (CEDS).
