In 2018 the Brooke Hancock Jefferson Metropolitan helped secure a $125,000 Community Development Block Grant for Brooke County Commission in partnership with Hancock County Commission to conduct a Broadband Development Plan in Brooke and Hancock counties West Virginia. In 2020 the Brooke Hancock Jefferson Metropolitan Planning Commission was awarded a $50,000 Rural Business Development Grant to do a High Level Design of the Broadband Network in Brooke and Hancock counties West Virginia. The final Design can be viewed by clicking the download button below.

The Brooke Hancock Regional Development and Planning Council seeks a Request for Proposal (RFP) from Private provider(s) to deploy, operate, and maintain a broadband internet network ensuring Brooke and Hancock counties are served by high-speed broadband. Vendors should review the complete RFP from the Brooke Hancock Regional Development and Planning Council for instructions and specifications below.

Questions asked and answers are below:

  • Question #1: Are there specific details needed for the Letter of Intent to Respond to RFP? Is this letter binding?

Answer #1: The RFP is a general expression of the provider’s ability to accomplish the task we are asking; Fiber to the Premise (FTTP). Give us the details that you feel are appropriate. If your proposal is selected the details are negotiable.

  • Question #2: Can the Request for Proposal (RFP) include just one county? Or does it have to encompass proposals for both Brooke and Hancock counties?

Answer #2: No. Your proposal needs to address FTTP to every household in Brooke and Hancock counties. Nothing less is to be accepted.

  • Question #3; In Section 3.5 Commit to Mutually-Agreed Enforcement Mechanism, will a performance bond satisfy this commitment? 

Answer #3; Yes

  • Question #4: Under Section 5.2 Technical Proposal (1.), can the BHJ Planning Commission provide any data to help identify underserved or unserved locations?
