Complete Streets Corridor Study
In addition to BHJ, two separate stakeholder groups were formed—one for the corridors in Jefferson County and Wintersville, and one for Steubenville. Committee meetings were held to review existing conditions and identify potential countermeasures, as well as to present and refine engineering alternatives. BHJ and stakeholders conducted a walk audit alongside the consultants to provide the project team with on-the-ground insight into current conditions, pedestrian activity, and site specific design constraints.

Crash data for all corridors were compiled and analyzed by type, severity, and contributing factors to identify key safety issues. Pedestrian sidewalk and crosswalk improvements were considered for all corridors; a shared-use path and some roadway reconfigurations were proposed after the study’s completion.
