Central Business District Safety Study
Traffic patterns have changed drastically in the Central Business District due to the closure of the Market Street Bridge, and these variables became a focus point in the City of Steubenville’s discussions for safety and travel. In conjunction with BHJ-MPC and ODOT, the City of Steubenville is performing a Safety/Feasibility Study in the Downtown Central Business District on vehicular, pedestrian, and cycling traffic.

The study’s area is from Adams Street to Logan Street, and Third Street to Seventh Street and is looking at 13 signalized intersections and 6 un-signalized intersections throughout the area. Signal warrant analyses found 12 of the 13 intersections do not need to be signalized so the recommendation has been made to remove the 12 unwarranted signals and replace them with all way stop sign controls. The only proposed signalized intersection will be at Seventh Street and Washington Street.
In addition to these changes, there have been many talks of adding bike lanes into the downtown area. With these discussions, the study includes a concept plan for a bike trail loop to be added along Washington Street to Third Street and Adams Street to Fifth Street.
