Overall Work Program

The Overall Work Program (OWP) and Fiscal Year 2017 Budget is a financial blueprint for the tandem agencies called the Brooke-Hancock-Jefferson Metropolitan Planning Organization (BHJ) and the Brooke-Hancock Regional Planning and Development Council (BH). Both designations follow federal mandates. In the case of BH, there are 305 such agencies in the United States. The key link is we’re regional in scope and provide and essential priority setting agenda for communication, collaboration and cooperation. With limited revenue capacity, our 27 jurisdictions cannot afford to “go it alone.” Partnerships and regional dialogue must step to the forefront to succeed. While demanding and challenging, we continue to sustain strong and fiscally accountable agency. Over the last five years, we’ve been fortunate to have maintained and expanded our programs and revenue streams while sustaining a stable fringe/indirect structure.
