Bridge Study Advisory Committee

Below are the minutes taken by Dr. John Brown for the Bridge Study Committee conducted on December 15, 1999 at the Brooke County Library in Wellsburg, West Virginia. This is a full list of attendees and description of happenings. After every meeting minutes and happenings will be posted here.

On December 15th at 1:30, the Bridge Study Advisory Committee was called to order by
Chairman David Snelting. The meeting proceeded in the following manner.

  • Minutes for November 17th were adopted as presented.
  • The Advisory Committee requested PKG to provide a list of all subcontractors and professional resumes.
  • Caleb Faux, Project Manager for the Bridge Study and a member of the consultant firm of Pflum, Klausmeier & Gehrum (PKG) provided a progress report on activities for the last 30 days.
    • Eight stakeholders interviews have been held.
    • Community surveys from the three public involvement session have been summarized
      to indicate priority goals.
    • Preliminary bridge condition reports have been obtained and reviewed.
    • Preliminary traffic modeling in coordination with the BHJ Transportation Division has been initiated through Burgess & Niple, subconsultants. Existing data including population projections by transportation zones has been inputted into the model.
  • Further Advisory Committee signatures were added to the Team Partnership Agreement.
  • Caleb Faux and Perry Keller, PKG Consultants, reviewed goals from surveys. The Advisory Committee agreed to the following goals. Objectives related to each goal will be initially prepared by PKG and presented to the Advisory Committee at the January meeting.

#1. Maintain and enhance transportation opportunities for existing businesses.
#2. Provide access to expand business and industry.
#3. Promote commerce in the Upper Ohio Valley.
#4. Develop linkages to other intermodal transportation operations.
#5. Enhance alternative emergency management options.
#6. Improve travel time.
#7. Provide and enhance river crossing options between states

  • A Media Plan by PKG will be provided at the January meeting.
  • A technical evaluation of existing Upper Ohio Valley bridges (Ft. Steuben, Veterans and Market Street) will be completed by Mojeski and Masters, subcontractors. This report will include evaluation data from an on-site inspection.
  • Preliminary traffic forecast information from the Upper Ohio Valley Traffic Model will be presented to the Advisory Committee in February.

The meeting adjourned at 3:00. The next meeting of the Advisory Committee will be held on January 19th 1:30 (Jefferson Community College Steubenville, Ohio).
