The TIP is a prerequisite for
federal assistance to finance and implement eligible surface
transportation projects in a metropolitan planning area.
The proposed TIP identifies an estimated $71.5 million in
transportation projects for highways, bridges, and public transit
improvements over the next four years in Brooke and Hancock counties, WV
and Jefferson County, OH.
Federal transportation legislation requires the TIP to include: (1) a
fiscal constraint analysis, (2) a list of projects that cover a period no
less than four years, (3) conformity to all applicable air quality
standards. In addition, the
TIP development process must be consistent with the metropolitan area’s
Public Participation Plan as well as the area’s twenty-year Long Range
Transportation Plan, and (4) all capital and non-capital federally funded
projects (and project phases) scheduled for implementation within the MPO
boundaries. The fourth
component also includes all regionally significant projects requiring
action by the Federal Highway Administration and/or the Federal Transit
Administration irrespective of either federal or non-federal funding
sources.
