Executive
Director: John Brown:
Dr. Brown assumed the role as BHJ
Executive Director in August 1998. With a master’s degree in Urban
Planning from Michigan State University and a Ph.D. in Public Policy
Making from the University of Pittsburgh, Dr. Brown has a diverse
regional planning background. Dr. Brown is responsible for maintaining
an effective working relationship with federal, state and local agencies
and officials as well as managing all aspects of the agency staffing,
finances and work products. In addition, he develops, prepares and
submits the annual work program, all grant applications and all progress

Office Manager:
Linda Taylor:
Mrs. Taylor came on board in March of 1998
as the organizations secretary. Taylor was later promoted to the
position of Administrative Assistant/Office Manager. Taylor’s experience
and organizational skills enable the agency to operate efficiently and
effectively. Taylor is responsible for managing all clerical and
administrative staff, the purchasing of office supplies and equipment
and the editing of all agency correspondences. Furthermore, she oversees
and assures the quality of agency reports including monthly Executive
Committee packets and bimonthly commission packets. Taylor is further
responsible for planning and organization of the BHJ Annual Dinner and

Receptionist: Mary
Moore:
Mrs. Moore joined the staff in
April 2001 as the agencies receptionist. Moore, under the direction of
the office manager, is responsible for typing correspondences, managing
the telephones and incoming/outgoing mailings, preparing documents for
meetings/mailings, filing correspondence and related materials as well
as a variety of other duties assigned by the office manager. You can

Community
Development Specialist: Barb Zimnox:
Ms.
Zimnox joined the ranks of BHJ in 1999. Ms. Zimnox works diligently as
BHJ’s Community Development Specialist to provide local governments and
public service districts with management assistance. She is responsible
for writing, administering and managing federal grants and monitor’s
labor compliance provisions for water and sewer infrastructure upgrades
within Brooke and Hancock counties in West Virginia. At present time,
over $16 million have been allocated for much-needed water and sewer
upgrades in Brooke and Hancock counties.

Finance Manager:
Joan Cresap:
Ms.
Cresap joined the ranks of BHJ in 1991. She began her employment in the
clerical field and advanced as the organization’s Finance Manager in
1995. She is responsible for maintaining and operating the agency's
computerized accounting system which includes monthly and year-end
closings, maintaining and preparing payroll records, processing payroll,
preparing quarterly progress reports, filing tax information and the
administration of all insurance enrollment and claim forms. In addition,
she is responsible for monitoring the overall agency budget. Ms.
Cresap’s knowledge and commitment to BHJ contributed to the agency
successfully retiring its $200,000 debt. You can reach Ms. Cresap at

Sr. Engineering
Technician: Shawn Price :
Mr.
Price took on the role as BHJ’s Sr. Engineering Technician in February
of 2003 having previously performed as Engineering Technician since
October of 1999. As a member of the agencies Transportation Study staff,
Mr. Price is creating and
developing graphics and maps, and assists with the quarterly newsletter,
as well as responsible for the website maintaince.
In addition, Mr. Price participates in the Ohio Travel Demand Model

Transportation
Director: Mike Paprocki:
Mr.
Paprocki has been with BHJ since June 1992. He first began his tenure
with the organization as a Senior Transportation Planner and advance to
Transportation Engineer in 1994. Then in 1998, Mr. Paprocki assumed the
role as Transportation Study Director. In addition to his
responsibilities for maintaining an effective working relationship with
federal, state and local agencies, Paprocki develops, prepares and
administers the agencies annual transportation work program, writes and
submits transportation grant applications and programs. Paprocki is
further responsible for directing and managing members of the

Transportation
Engineer: Dave Snelting:
Mr.
Snelting have been with the agency since February 2006. Mr. Snelting
upon on his retirement as the city engineer for the City of Steubenville
as the chairman for the Technical Advisory Committee for the past 18
years. His responsibilities are maintaining an effective working
relationship with federal, state and local agencies.
Mr. Snelting is
s responsible for updates and maintenance of BHJ's traffic forecasting
